best travel insurance plans

Traveler’s Health Insurance… best?
So my girlfriend is traveling to Japan and will be there for two weeks. She needs traveler’s health insurance. I don’t know which company balances quality service with decent rates. Any suggestions? She’s with Blue Cross and I don’t think they do traveler’s medical insurance.
Let me know if you have experience buying these sorts of plans and what I should be looking for. Thanks.
